Chan Han Meng


Over 22 years of experience in Asia Pacific markets ranging across cross-border M&A and advisory, private equity, fund management and project development with more than U$2 billion of transactional track record. Fund management experience includes U$250m real estate development fund for Asia and an RMB 250m Renewable Energy and Cleantech Fund. Core strengths include business development, team management, structuring and financing as well as having extensive relationships throughout the region.

More recently, Han Meng co-led a Consortium to win InfraCo Asia Development’s (“IAD’s) Tender for Developer Services for Myanmar in 2015 as Infra Capital Myanmar and now developing clean energy and infrastructure projects in Myanmar on behalf of IAD.

David Noon

Managing Director

David’s has over 20 years of experience in finance and infrastructure development across Asia. As Managing Director he is responsible for management and corporate governance aspects of ICMADL. David leads the team in identifying new opportunities and developing projects in a number of sectors.He has a strong background in Finance for large scale infrastructure including working on 2 of Asia’s largest integrated new city developments. His project experience includes, developing and financing hydro and thermal power plants, real estate and transport infrastructure as well as industrial developments and schools development.

Phone Myint Zaw

Project Developer

Phone is a qualified and experienced civil engineer with over 17 years of professional experience in the fields of project development, project management and engineering and involved in many large scales projects in SEA. Also have good knowledge public procurement and tendering for public works and infrastructure projects.

He holds a Masters of Engineering from University of Tokyo and is a key member of the ICM-ADL team.
